Since it seems only those who got E or better on OWLs proceeded to NEWTs, and in Harry's year of 40 25 or 26 took DADA for NEWT-level, I think the over 100 students were more like 70-80 OWL students and 40-50 NEWT students, if both took exams together. But didn't the board say it was the OWL exam? (or was it Severus' paper? that would make a difference.)
