I agree, there was certainly an element of pay-back involved, but Ron didn’t plan it the way Hermione did. He liked making Hermione jealous when the opportunity arose, but he also enjoyed having someone who found him attractive for himself, at least at first. That’s something Hermione never felt for Cormac.
