Heh, I was reading an article on Jessica Mitford the other day, JKR's hero, and one of the quotes sort of stuck out as being kind of emblematic of the HP series attitude, but with reference to the part you mentioned: 'You may not be able to change the world, but at least you can embarrass the guilty.' Punishing bad people in these books always seems to trump actually accomplishing anything good oneself.
