Yes. Meeting other witches and wizards at the World Cup surprised Harry. They have a very insular approach to their dealings with the world. Rather like America's isolationist policies in the late 19th and early 20th centuries - on that strain of thought, war brought the US out of isolation, maybe the WW will do the same?
