Perhaps we're all missing Ginny's character arc. She starts out as this girl who thinks her brother Ron is cool (especially once he becomes friends with her crush The Boy Who Lived). But, once she gets to Hogwarts, she realizes that Ron isn't all that after all. Consequently, she gradually loses all respect and affection for him, seeing him only as an obstacle to her own Harry relationship. Especially in GoF, where Ron's boneheaded tiff with Harry probably leads to a general cooling Weasley-wise. The same thing happens with Percy, but she's able to use that to her advantage by sharing a laugh with Harry about Percy's flailings.
So, by OotP, Ginny no longer respects Ron at all and starts working on Harry from a different, Hermione-advised, angle by making herself popular. And in HBP, her smack-down of Ron is the moment when she finally breaks through into Harry's consciousness.
