Actually, a conspiracy theorist could make a fairly good argument for Albus having had a chance to make at least a brief survey of the situation in Godric's Hollow before apparating to Surrey and encountering Minerva. It takes time to fly a motorbike from wherever Godric's Hollow is (probably somewhere in the western part of Britain, since he came via Bristol) to Surrey (in the south) Hagrid was probably en route for at least an hour. Enough time for Albus to have nosed in with the Ministry investigators and got a general look at the situation before leaving to meet Hagrid.

Of course the obvious inference to be drawn is that he had already decided to put Harry with the Dursleys as soon as Snape came to him and told him that his Dark mark had disappeared.

He dispatched Hagrid to Godrics and told him to take harry to #4 Privet Dr in Surrey. The main thing we don't know -- and by this time we probably ought to just chalk it up to lazy editing -- is why it took 24 hours to do it. Because nothing that Hagrid says would suggest that it took more than an hour or so *that same night*.
