My copy of Czech grammar says that most foreign words ending on -us do use non-standard declension when they are encountered in Czech text. Anyway, the word may be in Latin, but the text is in Czech and as such, all the words in it are subject to Czech grammar. And Rowling actually did not make any mistake in this case, the usage of Sirius' name is correct.
