Hey, I said that was the only REASONABLE explanation.
I don't expect any reasonable explanations from Rowling. That'd be like expecting my cat to bark and walk on a leash :)
I don't know what Tom would have done if Dumbledore had tried. Rowling has shown us a Tom who is essentially unsalvageable; but if there ever was a choice to be made that could have changed his future, it was Dumbledore who had and didn't take it.
