I believe he is supposed to be Westcountry. Curiously, while Rowling feels the need to type out a phonetic spelling of his accent, she doesn't with someone like McGonagall. Harry is from Surrey, which is in the South-East of England. I think a Scottish accent would stand out to his ear more than Hagrid's. But then, I hate it when people write out that stuff phonetically.
