Even in the 1920s I'm sure they knew that it was odd and not a good sign when small children start executing animals because they're mad at other small children. Really. What I want to know is why Dumbledore never took this kid to St Mungo's. I mean, sure, the WW has a very bad conception of mental health, but isn't anyone ever suspicious that someone might be possessed?
