The animals...lately its only been a relatively recent phenomena about our concern for animal welfare. Its hard to say since the society of the 1920's is as remote to us as the society of the 1770's. We just have signposts no experience. Did people look askance at animal abuse in children? Since we had quite a few serial killers running around at that time and even some spree killers too(who share some of the same characteristics), I would say they didn't. Or they pretended not to see it.
Since Riddle was so upset about Dumbledore being a mental health worker, it indicated to me that Cole may have tried to "help" Riddle in the recent past.
I mean, sure, the WW has a very bad conception of mental health, but isn't anyone ever suspicious that someone might be possessed?
That is a good thought. But I think the cronies of the DOM mess with exactly that type of magic. So posession isn't a worry to these folks.
