Maybe the Ministry can send him an owl at this point, but they've conveniently stopped actively searching for him. Does anyone from the Ministry say anything about Sirius still being on the loose in GoF?
Another possibility is that he's set up a location for receiving owls, so the owls don't fly directly to him.
