It's just really creepy the way the Dursleys are so important because they're family when it's understood that Harry doesn't belong with them according to Wizards. It's not like they'd get any parental rights if they didn't want Harry to go to Hogwarts, for instance. They're not treated the way Wizarding parents are. And Petunia knows perfectly well this is the way it would be. She's not exactly the kind of woman to give her heart to any baby who wasn't really hers. It's not like Molly where you could drop a stuffed monkey on her doorstep and she'd start knitting it sweaters.
