My guess is that Albus was not hired to teach Potions because he was not a Slytherin. This watery, feminine subject is probably always taught by a Slytherin.
I know - we've speculated that Dumbledore actually was a Slytherin, and full of self-loathing. If that were true, though, Potions would be a far better fit for him than Transfiguration.
