Plus, if you really wanted to suppress them, smashing the prophecy globes as soon as they appear (however that happens - manually recorded from witnesses' memories or auto-generated by magic) would probably be more efficient. Keeping them implies they want someone to view them, eventually. And as far as we know, they don't notify people they've identified as being subjects of prophecies to come pick them up at will-call if they want them (unless under ordinary circumstances they would have sent Harry an owl on his 17th birthday, but we have no evidence that they would have). Possibly this is because the difficulty of definitively identifying the subject would make inviting someone in to pick a prophecy up dangerous. So who does watch them? And how?
