This creature is boring, it's just a North-Sea dweller that lives on the ocean floor and squirts poison from a sac to repel enemies. This poison can be used both in potions and (as per Merpeople) as a weapon.

It really shows how little this creature interested Rowling that she never bothered to give any details on such basics as what it eats or even where the digestive system on it is (if it really is just a spout and a venom sac, how does it digest food?). This is why my drawing contains an extra bulge on it that's intended to contain its digestive system. The venom sac probably connects to a duct somewhere above it. Unfortunately there was no way to make this one cute, but next entry is more interesting, I promise!
