Geez, Ron’s already all screwed up by his first appearance, isn’t he? He’s like constantly announcing his mother’s shortcomings and defending her, all the time referring to her as "she" like Molly can’t be invoked by name any more than Voldemort can.
It's funny how, in retrospect, the basic fault lines in the Weasley family are hinted at in this one conversation. Because Ron's sense of personal inadequacy isn't painful enough, his mother's taught him a) it's shameful to be poor and b) you never, ever criticize your parents even though the family's poverty is totally your dad's fault. (To clarify, I don't think Molly's said outright she's disappointed and resentful of Arthur for not having done better at work, but I suspect the kids would pick up on it anyway.)
Harry’s diss here is totally bizarre.
Harry seems to assume that Draco's read the same book we have and must know how Harry's mind works. Back in the robe shop, not only did Draco let slip that he was an evil Dudley clone through his use of the word "bully", but he made Harry feel dumb because Harry hadn't come into his full TBWL powers yet. But now the shell has cracked. Harry's acquired his first minion and is ready to assert his dominance. Incidentally, approaching him like an equal was probably an error, Harry isn't comfortable with other alphas.
