One big difference between Dumbledore an Voldemort is Dumbledore is much better at making people believe that he cares about them. Dumbledore is just as willing as Voldemort to use people, he just hides his lack of concern better. Dumbledore has perfected the image of the kindly caring wizard, but his actions don't match the image.
