I was curious about the use of "fug" as well, as the sense it evokes is not visual but olfactory. To quote my Webster's College Dictionary:
fug, n.: stale air, esp. the humid, warm, ill-smelling air of a crowded room, kitchen, etc.
This strongly suggests that The Chosen One is rather lax with the rituals of toothpaste, mouthwash and floss. :o But you are correct, it's not quite the right term for the mist his stanky breath leaves on the windowpane.

Dumbledore totally lowers himself down to Vernon's base level in this chapter; he's a complete, unashamed and blatant arsehole. His condescending, supercilious "Shall I ASSUME???" tone is utterly despicable.
It'd be one thing if he were bullying Vernon and Petunia in private, and the mutual asininity (because nobody's in the right here, all three of them are jerks in this chapter) was kept among adults. But to behave that way in front of Harry...Dumbledore seems to be suggesting it's okay for Harry to treat those he considers "lesser" or "bad" the same way. He's teaching by example, exactly the same as Vernon teaches Dudders.
Another irritation in this chapter...so now Harry owns Kreacher? He has complete dominion over another living being? Ms. Rowling, WHAT WAS THE FUCKING POINT OF S.P.E.W.? Why did that subplot even EXIST?
My brain aches. It must be that large glass of Jack & Coke smacking me repeatedly upside the head. ;)
