I wonder if it's just hard enough to do, or maybe painful enough (you'd think yanking a bit of your soul out of it's usual place would hurt, anyway), that it's increasingly harder the more you've made, so most people can't or don't like the idea of making more?
That kind of fear makes sense. It does seem like Tom is truly terrified of death. Well, the only thing he really cares about is himself - how could he bear to lose that to something so final and inevitable? But even for a wizard who did have more capacity to care about others, I could see the fear of death driving being a powerful motivator.
