It's very likely. Or that Lucius just didn't want Draco involved at all in that part of his life due to all that it entailed, such as murder, manipulation, etc. If anything, I'd assume he'd want his one and only heir kept out of things just because Draco is the only one he has left to him, aside from Narcissa, of course. But Draco has to stay alive to further the Malfoy lineage.
