Yeah, possibly. But Sirius seems to be the kind of person who could have fallen in love with baby!Harry the moment he saw him. He was Harry's godfather, after all. But Harry has no memory of those days, of course.
Like I said above to static_pixie, there's this weird disconnect between GoF and OotP. In GoF Sirius seems to be interested in Harry, his godson, whereas in OotP it's all about Harry, James's son.
But yeah, Draco's totally the only one who had no clue whatsoever of who Harry was. He was just, "There's a cool guy over there! Dressed in rags! (Must be a mark of good breeding.) Let us be friends!" *loves Draco*
