>Flint blocking here Harry is called foul, but in not so far away future Harry flying at rival team like a spear is ok. Also Flint almost knocking Harry out of air is bad, but flying cannonballs doing this regularly is just part of the sport.

Not only there is plenty of witnesses, but also plenty of people willing to secure evidence for investigation. On the other hand if Quirrell helped Harry fall from stairs it could be ruled as accidental death. It’s like Voldemort likes to sabotage his own plans. +1 to Death Count, Harry totally should have fall off the broom. +1 to Leap of Logic.
