I wonder though if someone as prone to manipulation as Dumbledore wouldn’t have thought Pettigrew to be an acceptable second choice: as you said everyone underestimates Pettigrew and I think Dumbledore would have estimated — wrongly, as it happens — that so does Voldemort. And, in case the Potters’ secret needed revealing, Pettigrew might not be him, but I think Dumbledore would have been confident in his abilities to bend Peter to his will: after all, it’s “only” Peter.
