As soon as Lupin stops working there, he completely forgets about Harry (well, okay. He forgets Harry to the extent that anyone in the series is capable of forgetting about him).
That was one of the things that disturbed me when I first read the series. Also it hurt Harry because it is one of the few painful observations he makes in the books.
But now I'm thinking maybe Sirius chased Lupin away. He was going to have James' little "mini me" all to himself and Lupin could go whistle. Granted, Lupin didn't put up a fight and he should have.
If this is what happened to Lily after she found out she was a witch, I completely understand why Petunia has so much angst -- if my sister stopped coming home for holidays, completely disdained my company, ignored me, and when she did come home she raised a ruckus? Well, I don't know. I'd certainly have some hostility towards her.
The WW certainly inculcates a feeling of superiority in its "citizens"(aka prisoners). If she was anything like JamesyStu or GinnySue, she made Petunia pay everytime she looked at her funny.
