About the curlers and hairnet: the curlers are comedic affect to show how vain Lockhart is... and maybe how magicaly inept he also is or he could just use a spell to curl his hair? I dunno. The hairnet is to keep the curlers/his hair in place. Lockhart==vainvainvainyvain. Totally not like Harry at all.
