Well, bogey=booger, so possibly it makes hardened bits of mucous fly out of the victims nose and grow wings, or else perhaps bats made out of hardened mucous from someone's nose with wings appear and attack the person. Perhaps they come out of her own nose and she always has enough in there for it, and it clears her sinuses as well as attacks the person, which is why Slughorn thinks it's so great.
Perhaps it's never described because if we actually saw it we'd see that it not only has a retarded name, but it's a retarded curse that you'd usually associate with some creepy girl with dirty underwear nobody would want to go near.
