When my daughter was a toddler, when she got in a temper, she'd blow mucus out of her nose like that. Big yukky streams. She thought it was a marvellous way to "get even" with me for things like putting her in her room for a nap. Trouble was, all she really accomplished was covering herself in snot. But she was three. She grew out of it.
