That was one of the things that really struck me about it too. Not only is it just ridiculous for them to have no end exams in general, but Harry's the only one for whom it doesn't really matter. NEWTS aren't just final exams, they're national scores you need to get a job. And you can't say "they just mean the regular school exams" because the champions are all supposed to be NEWT age.
