Methinks it was a way of bonding with the father after her mother died, by adopting his expressions and therefore wrapping themselves up in their own little world. There's definitely a difference in her at the beginning of HBP, after a year of interacting with people other than her dad for the first time since she started school. Her belief in strange creatures seems genuine enough, but I doubt she grew up with the oddball nature.
Personally, I see Luna's affected nature as her own personal way of challenging the world. If you worth her while, you'll take the time to look beneath the weird veneer, but if you judge her on first impressions, she doesn't need you. The closer she gets to Harry and co. the more normal she acts, but whenever she's in a crowd, she seems to go out of her way to act stranger than ever
