Yeah, we don't think about this so much anymore but dude, Voldemort literally created his DEs at school. Kids went on to be recruited at school--even if they weren't actual DEs at school we know all these kids who were already known to be on their way in school. Clearly Hogwarts is the breeding ground for these people, yet nobody ever thinks that any changes need to be made there. Even with a headmaster who's literally presided over this stuff for decades--2 Voldemort wars, he can't think of anything to do but more of the same.
I love the point about the spells coming from Hermione--or occasionally people like Snape or whatever in the dueling club (Expelliarimus is done there, for instance.) JKR just never really worked out how one was good at this stuff except for whatever the plot needed at that moment.
