The only exception to this is Malfoy being sent on that mission to kill D'dore as a punishment for Lucius. But the good guys? Nope.
If Voldemort were really scary, he wouldn't have killed Cedric. He would have held him hostage to Amos Diggory's good behavior and obedience. And in fact, he might even have faked Cedric's death (I'm sure a fake flash of green light is possible for the scariest dark lord ever, right?), so Harry and everyone in the WW would have no cause to suspect that Amos was being manipulated through his son.
Oh, see, now there's a plotbunny: Voldemort stages the big GoF trap and it looks like it's for Harry, but really it's for the son of an important wizarding world bigwig (maybe not Cedric, maybe a Weasley or some other super-prominent family with connections), and Voldemort allows Harry to "escape" to report the "death" of the son. Meanwhile, V. sends a secret message to the father, saying "your son's alive, and will stay that way...if you're good." So V. acquires a secret agent.
