Yes. Sirius didn't seem like that great a choice. After all, there was another couple in the Order with a boy just about Harry's age (born one day earlier, in fact). They were popular, so presumably James and Lily would have liked them personally.
Yet, instead of that stable couple, or one of Lily's friends. She was, after all, popular herself and so must have had a few--we get Sirius Black.
