Yes--it just undercuts everything anyway. I guess it's supposed to make us think things are getting bad now, but she's got to do that in the WW during the story and she really doesn't that much. Plus it just begs the question of why, if Voldemort is a wizard trying to take over the WW, he saves his best stuff for Muggles. There's a reason we all supposedly went through the first war without a clue.
